What Is a Construction Phase Plan? A Plain-English CDM 2015 Guide

Under the Construction (Design and Management) Regulations 2015, a construction phase plan (CPP) must be drawn up before the construction phase begins. It applies to every project, including small and domestic jobs.
Who is responsible?
The principal contractor prepares the plan. Where only one contractor is involved, that contractor prepares it. The client must make sure it is in place before work starts.
What should it include?
The plan should be proportionate to the project's risks. Typical contents:
- A description of the project and key dates
- Management structure and responsibilities
- Site rules and welfare arrangements
- Arrangements for controlling significant risks such as work at height, excavations and asbestos
- Emergency and communication arrangements
Keep it live
